Often times the app claims that the camera or microphone is already in use. When I can get it to run, the video runs and then errors out when it stops and starts a clip. Running LineageOS 18.1 on Droid Turbo xt1254, unlocked bootloader.

On custom ROMs video recording can be tricky, as the camera firmware usually is tested/optimized for “normal” operation (short videos recorded with the app in foreground). Whenever we investigated such an issue, there was nothing we could fix in the app, and usually only a system update got rid of the problem.
