It depends how you close the app. The normal way is to use what the app provides, namely the Exit menu option or the background/notification buttons. This way the app shuts down properly, also releasing the camera for other apps to use.
If you just force-close Voyager via another app or by swiping it away from the recent apps list, the system might restart it.
